摘要
基层应急社会动员是公共安全应急管理的重要手段和支撑,在新冠肺炎疫情面前,社会治理调档切换至公共安全应急管理,加强和完善基层应急社会动员体系和机制建设是公共安全应急管理和重大疫情防控的内在要求。基于我国当前所面临的新冠肺炎重大疫情场景,对基层应急社会动员的现实逻辑进行阐释与解读,对其工作机制与运作模式进行探索与梳理,运用大数据技术和多案例研究方法,分析新冠肺炎疫情期间基层应急动员所存在的具体问题,并提出完善优化策略,以期为基层应急社会动员的深入研究以及指导实践提供有力的支持与借鉴。
Community emergency social mobilization is an important means and support for emergency management of public safety.In the face of COVID-19 epidemic,switching from social governance to public safety emergency management,strengthening and improving the community emergency social mobilization system and mechanism construction are the internal requirements of public safety emergency management and major epidemic prevention and control.Based on the current COVID-19 major outbreaks scene,this article interprets the reality logic of emergency social mobilization,explores its main content and working mechanism,analyzes the special problems of grassroots social mobilization during the major outbreaks of COVID-19,and puts forward optimization strategies combined with the actual case to provide strong support and reference for the further research of emergency social mobilization at the grass-roots level.
