摘要
在脱贫攻坚与乡村振兴的战略背景下,为什么脱贫地区企业提高产品竞争力的积极性会发生由弱到强的转变?本文通过全面梳理国家介入贫困地区农产品市场的发展过程,总结提出“政策性农产品市场”概念,并对“脱贫地区农副产品网络销售平台”这一关键个案展开深入分析。研究发现,中央政府在设置准入门槛的前提下构建“政策性农产品市场”,并通过控制采购方的组织化程度和选择自由度来影响市场机会再分配的指向性,推动“政策性市场”由行政运作主导向市场运作主导转变。本文呈现了“政策性农产品市场”运作机制,解释了脱贫地区供应企业的行为转变,有助于增进对相对贫困治理长效机制的理解。
Under the strategic background of poverty alleviation and rural revitalization,why the enterprises in poverty alleviation areas becoming more and more enthusiatic to improve product competitiveness?This paper comprehensively reviews the development process of the state's involvement in the agricultural product market in poor areas,summarizes and proposes the concept of“policy market for agricultural products”,and carries out an in-depth analysis of the key case of“trading platform for agricultural and sideline products in poverty alleviation areas”.The research shows that the central government creats a“policy market for agricultural products”on the premise of setting the entry threshold,and influences the directivity of market opportunity redistribution by controlling the degree of organization and freedom of choice of the purchaser,to promote the transformation of“policy market for agricultural products”from administrative-led to marketled.This paper presents the operating mechanisms of“policy market for agricultural products”,explains the behavioral changes of supply enterprises in poverty-stricken areas,and helps to improve the understanding of the longterm mechanism of relative poverty governance.
