摘要
基层社区作为社会的基础单元,处于突发事件应对与防范的最前沿。建国以来,我国基层社区在突发事件应对与防范中的定位由“完全缺失”到“开始发挥作用”到“辅助地位”再到“基础防线与最后屏障”,是突发事件风险、国家和社会关系、社区本身建设目标以及应急管理体系等多方面因素综合作用的结果。通过探寻蕴含其中的逻辑进路和变迁规律,为进一步增强社区应急能力、重构国家应急治理体系奠定基础和提供保障。
As the basic unit of society,the community is at the forefront of emergency response and prevention.Since the founding of our country,position of the grassroots community in emergency treatment went through phases of“completely missing”,“coming into play”,“playing an auxiliary role”and“forming the base line and the last barrier”as the result of the interplay of many factors,such as the risk of emergency,the relationship between the state and society,the goal of community construction and the emergency management system.By exploring its logic approach and pattern of transformation,we can lay the foundation and provide guarantee for improvement of emergency management capacity at grass-roots level community and for reconstruction of our national emergency management system.
