应急救援组织社会化、市场化的完善路径

The Path of Improving the Socialization and Marketization of Organization the Emergency Rescue

摘要 当前,我国已建立了以国家综合消防救援队为核心和主要力量,专业应急救援队为基础和骨干,社会救援力量为补充和协同力量的应急救援队伍体系。但实践中应急救援组织发展面临着整体救援能力有限、社会化救援力量不足、市场化程度不高的困境。因此,以现有法律规范为制度保障,以参与民主为理论根基,吸收和借鉴应急救援组织的本土和域外经验,当下应当积极推动应急救援组织社会化、市场化建设。具体来讲,应当加强综合性和专业性应急救援队伍建设、推进重点领域企业应急救援队伍建设、强化应急救援组织的能力和水平建设、构建应急救援组织的指挥和协调机制、加大政府购买应急救援服务的规模力度、完善对社会救援组织的激励和保障措施。 At present,China has built an emergency rescue team system with the national comprehensive fire rescue team as the main force,the professional emergency rescue team as the backbone,and the social rescue force as the supplement.However,the organizing of emergency rescue is facing the dilemma of limited overall rescue capacity,insufficient socialized rescue force and low degree of marketization.Therefore,with the existing legal norms as the institutional guarantee,participatory democracy as the theoretical foundation,and absorbing and drawing lessons from local and foreign experience of emergency rescue organizations,we should actively promote the socialization and marketization of the organizing of the emergency rescue.Specifically,we should strengthen the construction of comprehensive and professional emergency rescue teams,promote the construction of emergency rescue teams in key areas of enterprises,strengthen the capacity and level of emergency rescue organizations,build a command and coordination mechanism for emergency rescue organizations,increase the scale of government purchase of emergency rescue services,and improve the incentives and safeguards for social rescue organizations.
