摘要
文章以H省红村扶贫开发个案为文本,分析和探讨了转型期中国目标管理责任制的运作逻辑及其主要特征。研究发现,目标管理责任制作为转型期基层治理中的基本策略与技术之一,是国家治理转型背景之下,对压力型体制和动员型政治的一种制度创新,是转型期国家与社会关系调适的新形式。基层组织在实践中发明和采取了一系列应对目标管理责任制的非正式技术,在为目标责任制的有效运行准备了相应策略基础的同时,也为行政与政治的互嵌运作提供了可能。
Based on the development for poverty relief of village Hong in H province, the paper analyses and probes the characteristic and logic operation of the target management responsibility system. The found shows that: the target management responsibility system is the basic strategy and technology in local governance; it is not only an innovation of the pressure system and mobilization of political, but also a new form of relationship between state and society. The grassroots government creates and adopts a series of informal techniques to counter the target management responsibility system, which not only prepares for the effective operation that the target management responsibility system needs, but also provides the possible for the embedment operation of the administration and politics.
