摘要
地方政府落实上级政策时并非仅是执行问题,这中间有着复杂的本地化机制。本地化机制包含了政策制定与执行的双重属性,而非通常文献中认为的地方政府在上下级权力结构中只能够在执行方面做工作,或者在政策制定前讨价还价。论文具体经验材料来自广州市城镇化政策与实践,该市从1980年代中后期开始出台城镇化政策,一直到目前仍在进行中。在城镇化实践上,广州市各时期政策目标不断调整,具体指标实现程度各有不同。通过经验归纳,本文总结了四种本地化机制:同形、简化、体系化、机构化。这些本地化机制分别用于满足合法性、效率和实效性的要求,并在具体的约束条件下发挥作用。
When local governments implement higher-level policies,they are not just to implement the policies.There is a complex localization mechanism.This study takes the urbanization policy as an example to specifically define and analyze the four mechanisms of policy localization.For example,the city Guangzhou began to introduce urbanization policies from the middle 1980s,and it is still in progress.In the practice of urbanization,on the one hand,the policy objectives of each period are continuously adjusted and delayed,on the other hand,the degree of realization of specific indicators of urbanization varies.The localization mechanisms include the dual attributes of policy formulation and implementation.Instead of the conventional view that the local government can only work on the implementation,or bargain before the policy is formulated,this paper summarizes four localization mechanisms:isomorphism,simplification,systematization,and organization.These localization mechanisms are used to meet the requirements of legitimacy,efficiency and effectiveness,and play a role under specific constraints.
