摘要
我国高校绩效管理正面临着“激励过度”与“激励失灵”并存的双重困境。激励过度与激励失灵均为有限理性个体在绩效管理制度理性不足情境下的结果,其原因为教师学术信念整体不足、高校绩效制度适切性亟待提升以及人力资源管理机制失调。治理高校绩效管理激励困境需要优化高校学术生态,重视教师学术信念培育;改革学术评价体系,提升绩效管理制度理性;有序推进教师身份变革,实现人力资源管理现代化。
The performance management of universities in China is facing double dilemmas of“excessive incentive”and“incentive failure”. Excessive incentive and incentive failure are both the result of social action of limited rational individuals in the situation of insufficient performance management rationality. The reasons are the lack of teachers’ academic beliefs, the inappropriateness of university performance system, and the disfunction of human resource management mechanism. To solve the double dilemmas of performance management in universities, we need to optimize the academic ecology of universities, pay more attention to the cultivation of teachers’ academic belief, reform the academic evaluation system, improve the rationality of performance management system, orderly promote the change of teachers’ identity, and realize the modernization of human resource management.
