摘要
新技术企业参与国家治理的现象日益增多。政企合作型技术治理,既是一种新的治理方式,也是一场"生意"。文章基于中国的政企合作型技术治理实践,把其具体模式分为政府购买技术、用数据换技术、用管理权换技术和企业无偿提供技术支持四种子类型。新型冠状病毒肺炎疫情防控中的政企技术合作存在着政府对新技术企业过度依赖、数据智能决策缺陷明显、技术治理层级选择性覆盖、官员政绩考核"数字化"、商业竞争影响治理效果等问题。结合今后政企合作大力推进"新基建"、疫情时期的技术应用在疫情过后功能反而被强化、数据互通共享以及政企边界逐渐模糊化的趋势,提出应及时发挥好中央政府的作用,规范政企技术合作行为。
The participation of new technology enterprises in national governance is increasing.The technical cooperation between the government and enterprises is not only a new way of governance,but also a"business".Based on China’s cooperative technology governance practices,this paper divides its specific model into four seed types:government-purchased technology,data-for-technology,management-for-technology and enterprise-provided technology free of charge.By analyzing the technical cooperation between government and enterprises under the outbreak of Covid-19,it is found that there are problems such as the government’s over-reliance on high-tech enterprises,the obvious defects in data intelligence decision-making,the selective coverage at the level of technical governance,the"digitalization"of official performance evaluation and the impact of commercial competition on governance effect.Considering that in the post-epidemic period,the government and enterprises cooperate to promote"new infrastructure",the function of technology application is strengthened,data is gradually shared and the boundary is blurring,it is proposed that the central government should play a timely role to standardize the technical cooperation between the government and enterprises.
