Research on the Optimization Path of Digital Governance Platform Based on the Concept of““Dual-use”for Both Peacetime and Emergency”

摘要平急两用,作为公共基础设施的建设标准,已经逐渐在全国推广开来。用“平急两用”理念审视我国的各种数字治理平台,发现它们普遍存在能用但不好用、平台与组织整合不到位、平急转换能力差、意外事故频发、安全冗余不足等问题。分析认为,技术水平限制、商业利益侵蚀、财政经费不足、组织惯性过大、政商关系异化是造成上述问题的主要原因。实现数字治理平台的平急两用,需要地方主政官员在正确政绩观的指导下,安全有序地推进数字化改革。中央政府应在互联网反垄断、促进企业竞争以及加强对数字治理平台项目审批和监督等方面发挥作用。同时,要运用平急两用的标准来改造提升数字治理平台,促进“人防”与“技防”的有机融合。 As a standard for the construction of public infrastructure,it has gradually been popularized throughout the country.Using the concept of dual-use to examine various digital governance platforms in China,it is found that they generally have problems such as usable but not easy to use,insufficient integration of platforms and organizations,poor ability to convert between peacetime and emergency,frequent accidents,and insufficient safety redundancy.According to the analysis,the main reasons for the above problems are the limitation of technical level,the erosion of commercial interests,the lack of financial funds,the excessive organizational inertia,and the alienation of political and business relations.To realize the dualpurpose use of the digital governance platform,it is necessary for local government officials to promote digital reform in a safe and orderly manner under the guidance of a correct view of political performance.The central government should play a role in anti-monopoly on the Internet,anti-corruption,promoting corporate competition,and strengthening the approval and supervision of digital governance platform projects.At the same time,it is necessary to use the dual-use standard to transform and upgrade the digital governance platform,and promote the organic integration of“civil air defense”and“technical defense”.
