摘要
数字技术蓬勃兴盛的媒介化时代,“不得不用”的媒介异化症候凸显,威胁了人类对技术采纳的自主选择权利,滋生了智能鸿沟的新型风险。本文以断连作为理论视角,以新冠疫情这场突发公共事件中的“无健康码通道”和乡村“硬核大喇叭”作为实践案例,在多案例分析的基础上解读应急传播包容断连的实践价值及实现路径。此外,以传媒公共性和人本逻辑作为分析起点,探讨了包容断连式应急传播的三种可行进路。包容断连的应急传播逻辑并非对智能媒介技术的摒弃和反叛,而是旨在呼吁政府应急信息传播能恪守公共性准则和人文精神,为断连者或曰“余数生命”营造包容性的媒介化生存环境,进而迈向“善治”的应急传播。
In the mediatization era when digital technology is flourishing,the media alienation syndrome of“having to use”is prominent,which threatens human's right of independent choice on technology adoption and breeds new risks of intelligence divide.This paper takes“disconnection”as a theoretical perspective,takes“no health code channel”and“hardcore loudspeaker”in rural areas as practical cases in the public emergency of COVID-19,and interprets the value and path of including disconnection in emergency communication based on multi-case analysis.In addition,taking the publicity of media and humanistic logic as the starting point of analysis,three feasible approaches of including disconnection in emergency communication are discussed.The logic of including disconnection in emergency communication is not the abandonment or rebellion of intelligent media technology but calls for the government emergency information dissemination to abide by the rule of publicity and humanistic spirit,build an inclusive media environment for the disconnected person or the“remainder life”,and accomplish“good governance”of emergency communication.
