The Principle of Digital Governance:Technology Enabling or Technology Empowerment

摘要新一代信息技术不断重塑公共治理场域并影响各主体行为,数字治理正对传统治理带来重大变化,然而相对较少的研究揭示数字治理逻辑.本文从技术赋能与技术赋权两个维度探究数字治理逻辑,并采用案例研究方法加以验证.结果表明,数字治理是一个包含技术赋能与技术赋权的综合过程,技术赋能增强不同治理主体实现既定目标的能力,而技术赋权促使治理主体的权力地位发生改变,两者综合作用能够提升治理效能.在不同场域中,数字治理有技术赋能政府/公众、"技术赋能企业+政府赋权企业"、"技术赋能企业+技术赋权企业"等不同表现.通过技术赋能和技术赋权,数字治理实现了对传统治理的优化、迭代和嬗变. Nowadays,the new generation of information and communication technologies(ICTs)is constantly reshaping the field of public governance and affecting the behavior of various stakeholders.Digital govemance is bringing major changes to traditional goverance.However,limited studies have disclosed the principle of digital governance.To fill this gap,this case study investigates and validates the principle of digital governance from two perspectives,i.e.,technology enabling and technology empowerment.The results show that digital govermance is a kind of comprehensive process including both technology enabling and technology empowerment,each playing a different role.Specifically,technology enabling improves the capabilty of different govermance subjects to achieve their established goals,while technology empowerment prqmotes changes in the power status of governance subjects.Consequently,technology enabling and technology empowerment integrate with each other and enhance governance effects.In different fields,the principle of digital governance has three main types,including technology empowering government/publice,technology empowering enterprises+government empowering enterprises,and technology empowering enterprises+technology empowering enterprises.Through technology enabling and technology empowerment,digital governance has realized the optimization,iteration and transmutation of traditional governance.
