摘要
“中国特色社会主义法治体系更加完善”,是党的二十大在全面建设社会主义现代化国家关键时期提出的未来五年法治建设的主要目标任务,对于“坚持全面依法治国、推进法治中国建设”的工作布局具有纲举目张的意义。党的十八大以来,中国特色社会主义法治体系建设取得历史性成就。但是,面对人民群众日益增长的良法善治新期待,面对在法治轨道上全面建设社会主义现代化国家的新战略,法治体系内部的短板和不足仍然存在,外部的作用和效能弱于预期。二十大提出“中国特色社会主义法治体系更加完善”,可谓有的放矢、精准决策、意义重大。在新征程上,全面推进中国特色社会主义法治体系更加完善,要以习近平新时代中国特色社会主义思想的世界观和方法论为指导,坚持正确方向、遵循科学规律、强化系统思维,在更高起点、更高水平上统筹推进法律规范体系、法治实施体系、法治监督体系、法治保障体系、党内法规体系建设,加快社会规范体系建设。
"Improving the system of socialist rule of law with Chinese characteristics"is the main goal and task of rule of law construction in the next five years,which is proposed by the 20th National Congress of the Communist Party of China during the critical period of building a socialist modern country in an all-round way.It is of great significance for the work layout of"exercising law-based governance on all fronts and advancing the rule of law in China".Since the 18th National Congress of the Communist Party of China,historic achievements have been made in building a system of socialist rule of law with Chinese characteristics.However,in the face of the people’s growing expectations of good law and good governance,and the new strategy of building a socialist modern country in an all-round way on the track of rule of law,the internal weaknesses and deficiencies of the rule of law system still exist,and the external role and effectiveness are weaker than expected.So"improving the system of socialist rule of law with Chinese characteristics"can be described as targeted,precise decision-making and of great significance.On the new journey,we should comprehensively promote the improvement of the system of socialist rule of law with Chinese characteristics.Guided by the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,we should adhere to the correct direction,follow scientific laws,and strengthen systematic thinking.At a higher starting point and a higher level,we should comprehensively promote the construction of the legal norms system,the rule of law implementation system,the rule of law supervision system,the rule of law guarantee system,and the party regulations system,and speed up the construction of social norms system.
