摘要
党的二十大在党和国家事业发展布局中突出法治保障,具有战略考量,也体现了党对中国式现代化规律性认识的深化。法治是中国式现代化的重要保障,必须更好发挥法治固根本、稳预期、利长远的保障作用,在法治轨道上全面建设社会主义现代化国家。法治也是中国式现代化的目标,现代化的中国必然是法治中国。明确法治的中国式现代化目标定位,有利于确保中国式现代化始终沿着正确的轨道推进。作为上层建筑与国家治理体系、治理能力层面的法治,突出体现的是中国式现代化的中国特色,必须始终坚持中国式现代化的法治特色,坚持习近平法治思想在法治建设中的根本指导地位,坚持走中国特色社会主义法治道路,建设中国特色社会主义法治体系、建设社会主义法治国家,坚持传承好中华优秀传统法律文化。
The 20th National Congress of the Communist Party of China has attached emphasis on the underpinning role of the rule of law in the development layout of the cause of the Party and the country,which is of strategic consideration and also shows the deepened understanding of the Party of the laws that underlie the Chinese path to modernization.The rule of law is the key underpinning for Chinese path to modernization,thus it is imperative to give better play to the underpinning role of the rule of law in consolidating foundations,ensuring stable expectations,and delivering long-term benefits,and strive to build a modern socialist country in all respects under the rule of law.The rule of law is also a goal of Chinese path to modernization,thus the modernized China is definitely a country under the rule of law.The clarification of the rule of law as a goal of Chinese path to modernization is conducive to ensuring that the efforts to Chinese Modernization are always carried out along the correct path.As a kind of superstructure and at the level of national governance system and capability,the rule of law,with a prominent manifestation of Chinese characteristics in the Chinese path to modernization,must always pursue the characteristics of rule of law of Chinese path to modernization,the fundamental guiding role of Xi Jinping Thought on the Rule of Law in the efforts to advance the rule of law,follow a path of socialist rule of law with Chinese characteristics,develop a Chinese system of socialist rule of law,and establish China as a socialist country under the rule of law,continue to carry forward fine traditional Chinese legal culture.
