摘要
新冠肺炎疫情凸显了中非共建"健康丝绸之路"的紧迫性和重要意义。"健康丝绸之路"是一项系统工程,是中非共建高质量"一带一路"的重要组成部分。它以中非医疗卫生合作为基础与核心内容,但内涵要超越医疗卫生合作,体现了"大健康、大卫生"和"以人民为中心"的理念和思维。中非共建"健康丝绸之路"要秉承"共商共建共享"的原则,加强双方在卫生健康领域的政策沟通、设施联通、贸易畅通、资金融通和民心相通,以实现"健康中国"和"健康非洲"的战略目标。中非近60年的医疗卫生合作和团结抗击新冠疫情为未来双方推进"健康丝绸之路"建设奠定了良好基础。然而,中非共建"健康丝绸之路"仍存在来自非洲、中国和第三方因素的制约和挑战。有效应对和克服这些制约与挑战,有利于打造中非卫生健康合作的新增长点,也是中非深化"健康丝绸之路"建设、夯实中非卫生健康共同体的必由路径。
The global pandemic of Covid-19 has highlighted the urgency and specific significance of China-Africa joint development of"Silk Road of Health".China-Africa Silk Road of Health is a systematic project and important part of Belt and Road Initiative.It’s based on,but at the same time,transcends the China-Africa medical&health cooperation,and reflects such new ideas and visions as Grand Health,Grand Hygiene and People-Centered Development.China-Africa"Silk Road of Health"also abides by the principles of Belt and Road Initiative,such as extensive policy consultation,joint contribution and shared benefits.To realize the development goals of"Health China"and"Health Africa Strategy",it’s very important to promote the policy alignment,infrastructure connectivity,unimpeded trade,financial integration and people-to-people bonds between China and African countries.The six-decade medical&health cooperation and the joint combat against Covid-19 between China and Africa provide a good foundation to further the construction of Sino-African"Silk Road of Health"in the future.However,the joint development of China-Africa"Silk Road of Health"still faces distractions and challenges from different variables and factors of Africa,China and the third party.Overcoming these challenges will create new growth points of China-Africa health cooperation and represents the only path which must be passed in the process of deepening China-Africa"Silk Road of Health"and strengthening the Sino-African Health Community.
