Burden Reduction at the Primary Level on the Third Year:Achievements,Problems and the Construction of Long-term Mechanisms

摘要推进基层减负工作是加强党的作风建设的重要内容,是进行自我革命的重要抓手。推进基层减负工作三年来,在党中央统一部署下,各地区各部门完善制度建设、建立工作机制、加大科技应用,推动基层减负制度化、常态化、智能化,少给基层添乱、让基层干部轻装上阵的氛围逐渐形成,基层减负工作赢得了广大基层干部的认可。当前,推进基层减负工作依然存在一些问题,个别地方和部门过分追求漂亮数据,导致基层减负形式化;依赖传统工作模式,导致基层减负反复化;放责放权不放资源,导致基层减负碎片化。健全基层减负长效机制,必须首先健全基层减负问题响应机制,精准发现基层负担较重的问题所在,并根据这些问题科学制定基层减负举措;在此基础上,健全基层减负执行动力机制,强化对上级政府的约束和激励,促使其充分有效地开展基层减负工作。 To reduce the burdens at the primary level is an important job in improving Party conduct,and a focal point in promoting the Party’s self-reform.As the Party took steps to reduce excessive burdens at the primary level over the past three years,under the unified leadership of the Party Central Committee,local authorities and government departments have improved institutions,set up mechanisms,increased the application of science and technology to make burden reduction an institution,on a smart and regular basis,and as a result,have gradually created an atmosphere where people working at the primary level are relieved from unnecessary restrictions and excessive burdens,which won extensive recognition from people working at the primary level.However,problems remain to be addressed.For instance,some local authorities and government departments attach too much importance to“nice”data,leaving the burden reduction pointless formalities;some are confined to traditional work pattern,resulting in recurrences of the problem;some delegate responsibilities,powers,but not resources,leading to fragmented burden reduction.To improve the long-term mechanisms for burden reduction at the primary level,we must,first of all,improve the response mechanisms,identify the source of major problems,and work out targeted measures;and on this basis,improve the motivation mechanism for enforcing burden reduction,strengthen the constraints and incentives to higher-level governments to prompt them to fully and effectively reduce burdens at the primary level.
