摘要
《中国共产党问责条例》的修订是在对党的十八大以来问责制度实践的经验反思基础上的制度更新,进一步强化了新时代问责制度的精准性、科学性与实效性。针对实践领域的问责泛化、问责失位和问责过度等困境,《中国共产党问责条例》突出了问责的政治方向、基本原则、适用情形、规范程序与裁量情节,从而保障了问责的合规、合纪与合理。随着全面从严治党实践的进一步深化,问责制度体系仍需不断调适,以适应新时代党风廉政建设的现实需要。
The revision of Regulations on the Accountability of the Communist Party of China is an institutional update based on the practice of accountability system since the 18th National Congress of the CPC,which further strengthens the accuracy,scientificity and effectiveness of the accountability system in the new era.As to difficulties in the field of practice,such as the generalization of accountability,the absence of accountability and the excess of accountability,Regulations on the Accountability highlights the political direction,basic principles,application situations,standard procedures and discretionary circumstances of accountability,so as to ensure the compliance,discipline and reasonableness of accountability.With the further development of the practice of full and rigorous governance over the Party,the accountability system still needs to be continuously adjusted to meet the practical needs of building good conduct and political integrity in the new era.
