摘要
习近平党内法规思想包括有机统一的六个方面。习近平党内法规思想来源于马克思主义党建学说,与毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观中的党建理论一脉相承,是对党的建设实践经验的深刻总结和理论升华,是马克思主义党建学说和法治学说相结合并创造性运用、创新性发展的最新理论成果。党内法规体系和国家法律体系是逻辑上的“并列关系”,党内法规体系、国家法律体系和中国特色社会主义法治体系是“种属关系”,党内法规体系和国家法律体系是中国特色社会主义法治体系“属概念”之下的“种概念”。党内法规的价值主要有三种,即秩序价值、法治价值和权威价值。党内法规的基本原则主要是全面领导、思想建党、制度治党、政治建设统领等四项原则。党内法规制度的执行是党内法规制度的生命线,党内法规制度的执行力建设永远在路上。
Xi Jinping Thought on the Party Regulations includes six aspects which are co-related and consistent.Xi Jinping Thought on the Party Regulations is originated from the Marxist Doctrine of Party Building,enjoys the same lineage of theories of Party Building in Mao Zedong thought,Deng Xiaoping theory,the Important Thought of Three Represents and the Scientific Outlook on Development,is the profound summary and theoretical sublimation of the practical experience of Party Building,is also the latest theoretical achievement of the combination,creative application and innovative development of the Marxist Doctrine of Party Building and the Doctrine of the Rule of Law.The system of the Party Regulations and the system of national laws are logically"juxtaposed",and the system of the Party Regulations and the system of national laws are included in the Socialist Ruleof-law System with Chinese Characteristics,thus the system of the Party Regulations and the system of national laws are"subordinate concepts"to the"superordinate concept"of the Socialist Rule-of-law System with Chinese Characteristics.The values of the Party Regulations are mainly manifested in terms of Order,Rule of Law and Authority.The basic principles of the Party Regulations are mainly those of Comprehensive Leadership,Party building through Ideological Work,Party Governance through Institutions,and Politically Strengthening the Party as the Overarching Guide.The implementation of the system of the Party Regulations is its lifeline,and the construction of its implementation capacity is always an unceasing endeavor.
