摘要
"基层减负年"的提出是为了能够切实解决基层形式主义突出问题,实现基层减负,推动治理体系现代化。各项减负政策都在理论上预期了减负的疗效,但在以社区为主体的基层实际调研中发现,社区台账和数据呈报繁复、会议和考评占用的时间多、社区权小责重、上级交派的事务和临时事务较多、社区多元共治难度大等问题仍然存在。社区减负遇到的问题是社会治理在社区层面的缩影,社区减负的实现还需要进一步协同政府职能改革,提升社会各主体参与社区工作的实质性,基层减负任重而道远。
The year to reduce burdens on community-level officials aims to solve problems arising from the practice of formalities for formalities’ sake and to promote modernization of the governance system. Various burden-reduction policies have theoretically predicted the effects of burden reduction. However, in an actual grassroots survey with the community as the main body,it is found that the community ledger and data reporting are complicated,the meeting and evaluation time occupy the main work time, and the community has few rights and responsibilities. There are many affairs as well as temporary affairs assigned by the superiors,and problems such as the difficulty of multi-community co-governance still exist.These problems are the epitome of social governance at the community level. To achieve a reduction of community burdens requires further coordination with the reform of government functions and an enhancing of the substantive participation by all actors in the community. Burden reduction at the community level has a long way to go.
