摘要
当前我国国家治理现代化正处于技术显性进步与制度深化改革的交迭期,必须正视新兴技术赋能制度变革的显著意义。数字机关建设是数字政府内核所在,重在实现各政府部门之间的数智化链接。区别于既有研究或偏重现象描述或视角局限于部分技术细节,本文以“技术-制度”互构过程为切入点,对地方数字机关建设中的技术嵌入与制度赋能逻辑展开剖析。研究发现,我国地方数字机关建设总体上呈现出由“工具适配”到“赋能制度”再到“整体智治”的演变进程,其间内含着以工具适配为核心的出场逻辑、以制度变革为核心的赋能逻辑和以整体智治为导向的转型逻辑。未来场景下的地方数字机关建设,仍需在关键领域、流程再造、集成思维等方面不断发力。
China is currently in a critical phase of technological explicit progress and institutional deepening reform,and necessitating a thorough recognition of institutional reform of emerging technology empowerment.The establishment of digital institutions serves as the cornerstone of digital government,which emphasizing the creation of intelligent digital connections between government and government.Unlike existing research that is often confined to that focuses on the description of phenomena or partial technical details,this paper adopts the‘technology-institution’co-construction process as its foundation to analyze the technology embedment and institutional enabling logic in the construction of local digital institutions.It is revealed that the construction of local digital institutions in China generally presents the evolution process from“tool adaptation”to“institutional enabling”and then to“overall intelligent governance”.In the future,the construction of local digital institutions will require sustained efforts in key areas,process reengineering and integrated thinking.
