制度整合与技术协调:政府购买养老服务碎片化的整体性治理研究

Institutional Integration and Technology Coordination:Research on the Overall Governance of Fragmented Government Purchase of Elderly Care Services

摘要现阶段,政府购买养老服务是助力养老服务体系发展、实现老有所养的有效路径,但实践中的碎片化困境依然制约着政府购买养老服务的绩效。通过构建政府购买养老服务碎片化的整体性治理模型,结合Q市的政府购买养老服务项目进行实证分析。研究发现:一是购买主体、承接主体和消费主体存在主体碎片化;二是绩效价值、经济价值和服务价值存在理念碎片化;三是政策制度、服务资源、服务信息存在内容碎片化;四是各主体事前、事中、事后存在过程碎片化。据此,应秉持整体性治理和技术—制度互构理念,通过制度的三要素整合和技术的三系统协调,提升政府购买养老服务“善治”水平,实现养老服务的高质量发展。 At present,government procurement of elderly care services is an effective approach to enhance the development of the elderly care service system and ensure that the elderly are well cared for.However,the fragmented nature of practice continues to hinder the efficient governance of government procurement of elderly care services.By constructing a holistic governance model for the fragmented procurement of elderly care services,and by examining the government procurement projects in City Q,we identify four main issues:(1)the fragmentation of entities involved in the procurement,undertaking and consumption;(2)the fragmentation of concepts related to performance value,economic value and service value;(3)the fragmentation of content concerning policy systems,service resources and service information;(4)the fragmentation of processes before,during,and after each entity’s involvement.Therefore,it is essential to adopt a holistic governance approach and the concept of inter-construction between technology and institutions.This can be achieved through the integration of the three elements of institutions and the coordination of the three systems of technology,thereby enhancing the’good governance’level of government procurement of elderly care services and promoting high-quality development in elderly care services.
