摘要
环保督察下的环境诉求呈现何种形态?基层政府的回应是否存在强弱差异?若存在,差异与哪些因素相关?文章基于A省环保督察组对该省A市督察资料的研究发现:第一,环保督察下的环境诉求呈现明显的"大环保"特征,有大量在过去被认为是环保部门职责范围以外的诉求进入到环境政治领域,环保督察的开展在事实上已将环境政治的范畴从"小环保"扩展到了"大环保"。第二,即使面临上级督察压力,基层政府在整改回应上依然存在"强""弱"差异。第三,影响基层政府回应强弱的因素主要有环境投诉所涉及的污染类型以及该投诉是否为上一轮督察中未被解决的问题。具体来说,基层政府对固废污染的整改力度最大,这可能是因为固废污染比其他污染更易处理,整改见效更快,但当相关投诉是上一轮督察未被解决的问题时,则无论它涉及哪类污染,都会得到基层政府的强力回应。
What demands may local people make to environmental inspection groups from higher levels of government during the environmental inspection period,and how do local governments respond to these demands?By analyzing empirical evidence from Province A,this study finds that:1)people tend to raise claims that go beyond the traditional scope of environment politics;2)local governments’response to the public claims varies a lot despite the pressure they all face under the inspection group;3)two factors are significant in explaining the variation of local governments’response:one is the type of pollution that needs to be addressed,and the other is whether the claim has been raised in previous inspections.To be more specific,local governments are more active in dealing with less complicated pollution such as garbage problems.However,when the claim is about some unsolved pollution problems from previous environment inspections,local governments will tackle with them intensively regardless of the pollution type.
