摘要
作为非常态的公共管理活动,应急管理是国家治理体系和治理能力的重要组成部分。在国家治理现代化视域下,应急管理体系和能力现代化被赋予多重理论向度。从制度向度看,现代化的应急管理要从结构性整合转向制度优化、制度执行力提升。从主体向度看,现代化的应急管理要发挥社会机制和市场机制作用,实现从单打独斗转向多元协同治理。从过程向度看,现代化的应急管理要关口前移,强化源头治理、风险治理,构建"大应急"体系,从事后被动应急转向事前主动防治。从价值向度看,现代化的应急管理要坚持人民至上、生命至上、安全第一的原则,实现以人民为中心。从工具向度看,现代化应急管理要推进应急管理数字化转型,从技术应用转向技术赋能、技术治理。我国推进国家治理现代化的理论视域,拓展和深化了应急管理现代化的内涵,为推进应急管理体系和能力现代化建构了基本实现路径。
As an special public management activity,emergency management is an important part of the national governance system and governance capabilities of China.From the perspective of national governance modernization,emergency management system and capability modernization have been given multiple theoretical dimensions.From the perspective of the system,modern emergency management should shift from structural integration to system optimization and execution.From the perspective of the subject,modern emergency management should shift from single-handedness to multiple collaborative governance.From the perspective of the process,modern emergency management must move forward,strengthen source governance and risk governance.From the perspective of the value,modern emergency management must adhere to the principles of people first,life first,and safety first,and achieve people-centeredness.From the perspective of the tool,modern emergency management should promote the digital transformation of emergency management,from technology application to technology empowerment and technology governance.The theoretical horizon of promotion of national governance modernization has expanded and deepened the connotation of emergency management modernization,and has established a basic path for promoting the modernization of emergency management system and capabilities.
