摘要
当前基层社会治理正在经历由“单兵作战、条块分割”转向“多元融合、协同治理”的构建过程,新时代社会治理需要从传统的行政管理模式向复杂科学管理范式转变。本文在相关理论分析基础上,构建了科技支撑重构现代社会治理体系理论框架,并以深圳市N区治理创新实践为例,探讨块数据驱动基层社会治理创新的实践经验。结果表明,以社会治理共同体为愿景目标,构建各类治理主体、治理客体的形态关联,打通政府部门条数据,将数字技术嵌入社会治理运行系统中,实现“一基五柱”块数据城市数字底板,建立“同心圆价值链:要素链—责任链—指挥链—共治链”,重塑协同治理业务流程,构建现代化社会治理体系,有效推动了基层社会治理的高效性、精准性,提升了社会治理效能。
At present,social governance at the grassroots level is undergoing a construction process from“individual combat and segmentation”to“diversified integration and collaborative governance”.Social governance in the new era needs to transform from traditional administrative management mode to complex scientific management paradigm.Based on relevant theoretical analysis,this paper constructs a theoretical framework for the reconstruction of modern social governance system supported by science and technology,and takes the governance innovation practice of N District of Shenzhen as an example to explore the practical experience of grassroots social governance innovation driven by block data.The results show that,with the vision of social governance community as the goal,the form correlation of various governance subjects and governance objects is constructed,the data of government departments is connected,the digital technology is embedded into the social governance operation system,the digital base of data city block“one base and five pillars”is realized,and the“concentric circle value chain”is established.“Factor chain—responsibility chain—command chain—co-governance chain”,reshaping the business process of collaborative governance,building a modern social governance system,effectively promoting the efficiency and precision of grassroots social governance,and improving the efficiency of social governance.
