摘要
生育政策体系是以生育政策为核心,并以与生育政策的实施相配套的其他经济社会政策为补充的政策体系。自新中国成立后,中国生育政策体系的思想基础因政治经济社会等条件不断变化经历了从探索到严控再到包容的变化过程,相应地,该体系经历了从碎片化、非常态化、非连续性向制度化、法制化转变的过程,并在党的十八大后进入了以促进人口长期均衡发展为核心的体系化、一体化的发展阶段。为有效应对人口结构和生育率的新变化、促进人口长期均衡发展,应重新调整并进一步完善以生育政策为核心的生育政策体系:优化调整生育政策,加强对生育的服务与支持;完善生育配套政策,健全友好社会育儿环境;明确人口发展趋势,完善相关法律法规体系;强化生育主体责任,构建包容性生育政策体系。
The birth policy system centers on fertility policy and is supplemented by other economic and social policies that support its implementation.Since 1949,the ideological foundation of China's birth policy system has continually evolved in response to changes in political,economic,and social conditions,transitioning from exploration to strict control,and then to inclusiveness.Accordingly,the system has moved from fragmentation,abnormality,and discontinuity to institutionalization and legalization.Following the 18th National Congress of the Communist Party,the system entered a phase of systematic and integrated development,focusing on promoting long-term balanced population development.To effectively address new changes in population structure and fertility rates,and to promote long-term balanced population development,the birth policy system centered on fertility should be readjusted and further refined:optimizing and adjusting birth policies,strengthening services and support for birth,improving complementary policies,enhancing the child-friendly social environment,clarifying population development trends,refining the related legal and regulatory systems,strengthening the responsibility of birth subjects,and constructing an inclusive birth policy system.
