摘要农业高质量发展是中国实现农业现代化的必由之路。数据要素具有非消耗、环境友好、可复制、边际收益递增等良好属性,能够在一定程度上对其他传统生产要素进行替代。数据要素作为一种新的生产要素将成为破解传统农业发展困境、推动农业高质量发展的关键。数据要素通过提高农业生产效率、完善农业经营过程、提升农业治理水平3个方面推动农业高质量发展。然而,激发数据要素效能,推动中国农业高质量发展,当前仍面临数字基础设施薄弱、经营主体素质不高和数字治理人才不足等困境。因此,为充分发挥数据要素作用,推动农业高质量发展,当前的工作重点是加快推进数字化“新基建”建设、加强经营主体的教育及培训,加速乡村数字治理人才队伍的发展。 The high-quality development of agriculture is the only way to realize agricultural modernization in China.Data elements have good attributes such as non-consumption,environmental friendliness,replicability and increasing marginal income,which can replace other traditional production factors to a certain extent.As a new factor of production,data elements will become the key to solve the dilemma of traditional agricultural development and promote the high-quality development of agriculture.Data elements can promote high-quality agricultural development by improving agricultural production efficiency,improving agricultural management process and improving agricultural governance level.However,in order to stimulate the efficiency of data elements and promote the high-quality development of China's agriculture,we still face the difficulties of weak digital infrastructure,low quality of operators and insufficient digital governance talents.Therefore,in order to give full play to the role of data elements and promote the high-quality development of agriculture,the current work focus is to accelerate the construction of digital"new infrastructure",to strengthen the education and training of operators,and to accelerate the development of rural digital governance talent team.
