摘要
畅通经济循环是构建新发展格局的关键任务,而供需协同是构建高水平经济循环的关键环节。传统经济循环模式面临结构失衡导致循环动力不足、投资效益低下导致循环路径不畅的现实约束,因而不可持续。随着中国经济进入新发展阶段,数字经济成为推动供需协同、重塑经济循环模式的重要抓手。数据要素的内嵌性与数字技术赋能的广泛性,使得数字经济呈现高渗透性、高融合性、高创新性等特征,能够有效统筹供需两端,推动供需协同。数字经济通过赋能扩大内需和优化供给,推动实现经济循环规模的合理增长;通过重塑技术进步机制和收入增长机制,推动实现经济循环质量的有效提升;通过推动经济循环的中心从生产转向消费、正向激励从投资扩张转向消费升级,形成良性经济循环。为了加快数字经济重塑经济循环模式的进程,需要推动数据要素市场化,筑牢广泛赋能基础;加快数实深度融合,拓展经济增长空间;加强数字经济与技术创新有效互动,提高自主创新能力;促进数字经济与共同富裕有机结合,优化收入分配格局。
Unchoking the economic cycle is the key task to build new development pattern,and coordination of supply and demand is the key link to build a high-level economic cycle.Constrained by the lack of circulation power as a result of structural imbalance and by the blocked circulation path resulted from low investment efficiency,the traditional pattern of economic cycle is not sustainable.Thus,the key goal of reshaping the pattern of economic cycle is to achieve a high-level dynamic balance by coordinating supply and demand in the following aspects:1),achieving reasonable increase in the scale of economic cycle by expanding domestic demand and optimizing supply;2),achieving effective improvement in the quality of economic cycle by promoting the matching of supply and demand,and 3),forming a positive economic cycle.As China's economy enters a new stage of development,digital economy has become a starting point to promote the coordination of supply and demand and reshape the pattern of economic cycle.Hence,this paper discusses the theoretical logic and advancing path of reshaping the pattern of economic cycle with digital economy.The embedding nature of data elements and the universal enabling nature of digital technology make the digital economy highly permeable,integrated,and innovative,thus promoting the coordination of supply and demand effectively.The theoretical logic of reshaping the pattern of economic cycle with digital economy is as follows.Firstly,the effective expansion of supply and demand is an important feature of reasonable increase in the scale of economic cycle.By unleashing the potential of domestic demand and optimizing the demand structure,digital economy empowers the expansion of domestic demand.By expanding production capacity,optimizing production methods,and strengthening industrial coordination,the digital economy facilitates the optimization of supply.Secondly,matching supply with demand is an important feature of effective improvement in the quality of economic cycle.The key to matching supply and demand is close connection between demand structure and technology structure,and high adaptability between supply structure and distribution structure.Digital economy improves the efficiency of economic cycle by reshaping the mechanism of technological progress,and provides efficiency compensation for the consumption cycle by reshaping the mechanism of income growth,thus promoting the effective improvement in the quality of economic cycle.By shifting the center of the economic cycle from production to consumption,and its incentive from investment expansion to consumption upgrading,digital economy forms a positive economic cycle dominated by the demand side,centered on consumption,and motivated by consumption upgrading.In order to speed up the process of reshaping the pattern of economic cycle with digital economy,firstly,it is necessary to promote the marketization of data elements and build a broad foundation of empowerment.Secondly,it is necessary to accelerate the deep integration between digital economy and substantial economy and expand the space for economic growth.Thirdly,it is necessary to strengthen the effective interaction between digital economy and technological innovation and improve the capacity of independent innovation.Lastly,it is necessary to promote the organic integration between digital economy and common prosperity and improve income distribution.
