摘要
推进科技创新和培养创新人才是传统研究型大学自诞生以来的重要办学使命。传统研究型大学在贡献了巨大力量的同时,也由于其相对封闭的院系结构和单一的常规科学范式,而愈发不适应晚近新兴科学所呈现的交叉、融合、渗透的特征。新型研究型大学的兴起,尽管为走出传统研究型大学的困境做出了实践探索,但仍有较大的优化和创新空间。从构造新型研究型大学理想的战略空间上看,它们应在围绕21世纪科技发展趋势、服务国家现代化建设以及应对全球现代风险等方面确立办学使命,整体型构交叉融合创新范式,同步推进新兴科技重大创新突破和防范由此带来的创新风险。为适应这种转变,新型研究型大学需要从外部引入复杂治理模式,从内部引入简约治理模式,以架构其办学治理体系,把先人后事、战略协奏、求同与存异作为追求卓越办学的重要路线。
It has been an important mission for traditional research universities to promote technological innovation and cultivate innovative talents since their birth.Despite their great contributions,they increasingly fail to meet the needs for recent emerging technologies featuring interdisciplinary courses,integration,and permeation,owing to their relatively closed faculty structures and single conventional scientific paradigms.With the rise of new research universities,they have made practical explorations to get out of the dilemmas of traditional research universities,but they still have space for optimization and innovation.From the perspective of constructing an ideal strategic space,new research universities need to establish the missions of university-operation by following the trend for the development of science and technology in the 21st century,serving national modernization,and addressing modern global risks,build an overall paradigm of interdisciplinary courses,integration and innovation,promote innovative breakthroughs in emerging technologies,and prevent risks in innovation.To meet the needs of this transformation,new research universities need to introduce complex external governance models and simple internal governance models to establish their governance systems,and take significant approaches to pursuing excellence,including recruiting talents before making plans,carrying out strategic cooperation,seeking common points,and respecting differences.
