高等教育质量治理的内涵特征、主要模式与发展路径

Connotative Characteristics,Main Models and Development Paths of Higher Education Quality Governance

摘要 随着高等教育规模的扩张,高等教育“量”与“质”的矛盾也越来越突出,高等教育质量治理成为全球高等教育领域改革的核心内容。高等教育质量治理是利益相关主体共同参与,围绕“高等教育质量”提升而进行的一系列治理活动并协调彼此关系的互动性过程。高等教育质量治理的内容特征包括治理主体间的关系协调、质量为本的评估制度和保障机制建立、“以学生为中心”的学习质量改进等方面。从治理主体关系来看,高等教育质量治理的政府主导模式、学术自治模式以及市场驱动模式呈现出政府控制弱化、院校自治增强、市场影响扩大等新变化。随着我国高等教育进入普及化阶段,坚持质量为本、多元共治、创新发展是构建具有中国特色的高等教育质量治理模式的必由之路。 As the scope of higher education continues to expand,the inherent tension between the quantity and quality of educational offerings has gained prominence.This issue has propelled the imperative of quality governance within higher education to the forefront of global educational reform endeavors.The govemnance of higher education quality entails a dynamic and participatory process,where in various stakeholders engage in a series of governance initiatives aimed at enhancing the overall quality of higher education and harmonizing their interrelationships.This article highlights key atributes of higher education quality governance,encompassing the harmonization of relationships among governance entities,the establishment of a robust evaluation framework grounded in quality,and the fortification of a mechanism to ensure such quality.Furthermore,an elevated emphasis on fostering a“student-centered”learning environment is integral to this endeavor.In terms of governance paradigms,the prevailing models namely,government-led,academic autonomy,and market-driven-have undergone transformative shifts,characterized by the diminishing clout of government oversight,the amplification of institutional self-governance.and the expansion of market dynamics.In l1ight of the democratization of higher education,steadfast commitment to a multifaceted,quality-centric approach to governance and innovative advancement emerges as the linchpin for devising a distinctive model of higher education quality governance,tailored to the unique contours of the Chinese educational landscape.
