摘要
中国高等教育从管理体制改革到治理现代化,是一个与时俱进的过程。在高等教育管理体制改革目标尚未实现的情况下推进治理现代化,需要将二者作为同一历史进程中两个相辅相成的阶段来考察。高等教育治理现代化表现为高等教育的共治、法治和善治,以高等教育管理体制的改革为必要条件。当前可以从高等教育的立法者、管理者、办学者三元着手构建“最小多元”的治理体系,同时通过多元治理主体的协同作用促使高等教育管理体制改革真正有所突破。
It’s a process of keeping pace with the times for China’s higher education developing from management system reform to governance modernization.If we want to promote governance modernization of higher education when its goal of management system reform has not been achieved,we should investigate them as two complementary stages in the same historical process.The modernization of higher education governance is manifested in the co-governance,governance by law and good governance,which is necessary for the reform of higher education management system.At present,we can build a“minimum pluralistic”governance system from the three aspects of legislators,managers and faculty of higher education.At the same time,we can promote the reform of higher education management system to make a real breakthrough through the synergy of pluralistic governance subjects.
