摘要
在美丽乡村建设和乡村振兴背景下,农村垃圾处理、污水处理、改厕等生活环境类治理项目增多,并频繁触及农民的日常生活。基层治理又回归到了一个和广大农民直接打交道的局面。这些新现象与新问题,需要在新的治理框架中进行分析。生活治理概念的提出,正是学界在乡村振兴背景下对乡村生活治理转向的一个积极回应。着眼于农村发展方向和农民生活现状,生活治理应着重关注改善生活设施、生活方式引导与教育和家庭发展支持。农村生活治理实践中要坚持以下原则:积极治理与有限治理相结合、国家主导性与农民主体性相结合、精细治理与简约治理相结合、运动式治理与常规治理相结合、找回社区与找回组织相结合。
In the context of building a beautiful countryside and revitalizing rural areas,the number of projects related to the living environment,such as garbage disposal,sewage treatment and toilet upgrading,has increased,frequently touching the daily lives of farmers.Grassroots governance has returned to a situation of direct contact with the broad masses of farmers.These new phenomena and problems need to be analyzed in the new governance framework.The concept of life governance is a positive response to the rural life governance in the background of rural revitalization.Focusing on the direction of rural development and the living situation of farmers,life management should focus on the improvement of living facilities,life style guidance education and family development support.The following principles should be adhered to in the practice of rural life governance:the combination of positive governance and limited governance,the combination of national dominance and farmers’subjectivity,the combination of fine governance and simple governance,the combination of movement governance and conventional governance,and the combination of community and organization recovery.
