摘要
作为社会治理的基本单元,社区在灾害风险管理中的作用不容小觑。在传统灾害风险管理模式已不符合新时期应急治理需求的形势下,一种基于社区的治理模式应运而生。基于社区的灾害风险管理理论依托“自下而上”与“自上而下”有机结合、强调社区民众积极参与、关注社区弱势群体、以减灾备灾为工作重点及将灾害风险管理纳入社区治理过程五项管理机制,以社区为主体循序渐进展开灾害风险管理程序,有效规避了传统灾害风险管理弊端,提高了社会整体的灾害应对能力。该理论在国外已取得显著的应用成效,为中国的社区应急治理提供了有益借鉴。
As the basic unit of social governance,communities have played an important role in the disaster risk management.Under the situation that the traditional disaster risk management model no longer meets the needs of emergency governance in the new era,a community-based governance model emerged.The theory of community-based disaster risk management relies on five management mechanisms,which include the combination of“bottom-up”and“top-down”model,emphasizing the active participation of the community,paying attention to the vulnerable groups in the community,focusing on disaster reduction and preparedness,and integrating disaster risk management into the community governance process.It regards the community as the main body to carry out disaster risk management procedures,effectively avoids the drawbacks of traditional disaster risk management,and improves the society’s overall disaster response capacity.The theory has achieved significant effectiveness abroad,which provides important implications for China’s community emergency management.
