摘要
依靠人民群众防范化解重大风险,建设人人有责、人人尽责、人人享有的社会治理共同体,是我党的鲜明主张。人民群众是社会风险的承受主体和治理主体,新时代社会风险治理应坚持“群众路线”,充分服务群众、倾听群众、依靠群众、发动群众。在“世界百年未有之大变局”下,社会风险治理的群众路线面临社会风险复杂性、群众形态多样性、部分管理者能力局限性和群众素养有限性等挑战。对此,应从深化管理者对新时代群众路线的认识、发挥多元群众治理社会风险的优势、健全群众有序参与社会风险治理机制、培育群众治理社会风险的能力四方面破局,提升新时代社会风险治理效能,助推社会治理体系和治理能力现代化。
Relying on the people to prevent and defuse risks is a clear-cut proposition of our Party.The people are the subject of bearing and governing social risks.In the new era,social risk management should adhere to“the mass line”,fully serve the masses,listen to the masses,rely on the masses and mobilize the masses.Under the“great changes not seen in a century”,the mass line of social risk government faces difficulties and challenges such as the complexity of social risks,the diversity of mass forms,the limitation of managers'ability and the limitation of mass literacy.In this regard,we should deepen managers'understanding of the mass line in the new era,give full play to the advantages of multiple people in governing social risks,improve the mechanism of orderly participation of the masses in social risk government,and cultivate the ability of the masses to govern social risks,so as to improve the efficiency of social risk government in the new era and promote the modernization of social governance system and governance ability.
