Local Public Health Emergency Management Capacities:Measurement,Status and Optimization

摘要提高地方公共卫生应急管理能力是国家治理现代化建设的重要目标构成和关键努力方向。在既有研究的基础上,本文构建基础保障能力、组织动员能力、扶植恢复能力、科技支撑能力、指挥领导能力和应急响应速度六个维度在内的地方政府公共卫生应急管理能力评价指标体系。综合利用网络爬虫技术与统计年鉴收集数据,通过主成分分析,对我国31个省区市在突发公共卫生事件下的应急管理能力进行评分、划类和排序,分析我国地方政府公共卫生应急管理能力的现状并提出相关建议。研究发现全国各地方政府在突发公共卫生事件下的应急管理能力呈橄榄型分布,北京市的应急管理能力表现最优,但全国层面两极分化严重;组织动员能力和基础保障能力是影响地方政府在突发公共卫生事件背景下应急管理效力的重要维度,从这两个方面精准发力是提升应急管理能力的可行路径。 Improving local public health governance capacity is an important goal and key effort in the modernization of national governance.On the basis of the existing research,this paper constructs the evaluation index system of local government's public health emergency management capacity in six dimensions:basic security capacity,organization and mobilization capacity,fostering and recovery capacity,scientific and technological support capacity,command and leadership capacity and emergency response speed.Utilizing a combination of web crawler technology and statistical yearbook to collect data,we use principal component analysis to score,categorize and rank the emergency management capabilities of 31 provinces in China under public health emergencies.we analyzed the current situation of public health emergency management capacity of local governments in China and put forward relevant recommendations.The study found that the emergency management capacity of local governments under public health emergencies was distributed in an olive shape,with Beijing having the best performance,but with serious polarization at the national level;Organizational mobilization capacity and basic security capacity are important dimensions affecting the effectiveness of local governments in emergency management under the context of public health emergencies,and it is a feasible path to enhance emergency management capacity by making precise efforts in these two aspects.
