摘要
跨区域应急协作已然成为当前地方政府应对外溢性、跨界性突发事件和公共危机的共同选择。然而,面对日益复杂的风险情境、有限紧缺的应急资源,跨区域应急协作如何保持可持续性?基于此,研究结合组织制度理论,从环境约束、互动过程、制度条件三个要件建立起跨区域应急协作可持续性的分析框架,通过“成德眉资应急联动体系建设”的案例探究其过程机制,研究发现:第一,跨区域应急协作可持续性是在风险情境和制度规范下跨区域应急协作组织间的关系互动和协作调适的动态过程;第二,组织与制度的互动构成了跨区域应急协作可持续性得以存续的基础,表现为通过环境约束、互动过程和制度化等作用影响,实现跨区域应急协作可持续性不断维持、渐进调适以及持续固化。本研究探讨了跨区域应急协作中风险情境、组织互动与制度规范对可持续性的互动影响,在一定程度上有助于丰富跨区域应急协作研究的中观基础。
Cross regional emergency cooperation has become a common choice for local governments to respond to spillover,cross-border emergencies,and public crises.However,in the face of increasingly complex risk scenarios and limited emergency resources,how can cross regional emergency collaboration maintain sustainability?Based on this,the study combines organizational system theory and establishes an analytical framework for the sustainability of cross regional emergency cooperation from three elements:environmental constraints,interactive processes,and institutional conditions.Through the case study of the construction of the ChengDeMeiZi emergency linkage system,the process mechanism is explored.The study finds that:Firstly,the sustainability of cross regional emergency cooperation is a dynamic process of relationship interaction and collaborative adjustment between cross regional emergency cooperation organizations under risk scenarios and institutional norms;Secondly,the interaction between organizations and institutions forms the foundation for the sustainability of cross regional emergency cooperation,manifested in the continuous maintenance,gradual adjustment,and continuous solidification of the sustainability of cross regional emergency cooperation through environmental constraints,interactive processes,and institutionalization.This study explores the interactive effects of risk scenarios,organizational interactions,and institutional norms on sustainability in cross regional emergency collaboration,which to some extent helps to enrich the mesoscopic foundation of cross regional emergency collaboration research.
