摘要
基于79个发展中国家的面板数据就双边投资协定是否改善了东道国的营商环境进行了分析。研究表明:双边投资协定对于发展中国家的营商环境具有显著的促进作用。无论是双边投资协定总体还是已生效部分均表现出了较强的正向影响。在金融危机所引起的全球经济动荡的背景下,双边投资协定对于发展中国家营商环境的改善作用进一步增强。双边投资协定对于开办企业和破产处理等7个方面的改善效应较为明显,而对于获得信贷和保护少数投资者则并未体现出明显的促进作用。
Based on the panel data of 79 developing countries from 2006 to 2017, this paper studies the improving effect of Bilateral Investment Treaties(BIT) on the business environment of host countries. The results indicate that BIT have exerted positive impact on the business of developing countries. Both the total number of BIT and the parts signed with developed countries have strong positive impact. Under the background of global economic turmoil caused by the financial crisis, the improving effect of BIT on the business environment has been strengthened, which shows the strong institutional dependence of capital exporting countries. At last, the improving effect of BIT on 7 aspects of business environment such as starting a business and resolving insolvency is significant. As for the getting credit and protecting minority investors, beneficial to the development of enterprises of host countries, there is no promoting effect from BIT.
