摘要
随着新一轮信息技术革命的发展,网络空间时代的"互联网+政务服务"推动了政府治理的系统变革,全面塑造了地方发展软环境。在赋权-增能分析框架下,"互联网+政务服务"赋予了企业、社会组织和公众更加广泛、自主、充分的行动权,全面提升了政府治理能力和服务功能,对软环境的改善具有显著影响。对浙江、江西、贵州三省的案例分析进一步从微观经验层面验证了"互联网+政务服务"有助于打造地方发展软环境。为此,要统筹做好信息网络技术与政府治理改革的融合,推动"互联网+政务服务"的赋权与增能持续深入,为经济社会高质量发展打造一流的发展软环境。
With the development of the new information technology revolution,the Internet plus government services in cyberspace promotes the systematic transformation of government governance and creates a soft environment for local development.Under the framework of empowerment-energization,"internet plus government services"gives enterprises,social organizations and the public more extensive,independent and sufficient action rights,improves the governance capacity and service functions of the government comprehensively,and has a significant impact on the improvement of the soft environment.The case study of Zhejiang,Jiangxi and Guizhou Provinces further verifies from the micro experience that"internet plus government service"is conducive to create a soft environment for local development.To achieve this purpose,we need to integrate information network technology with governance reformation in a coordinated way,promote the empowerment and energization of"internet plus government services",and create a first-class soft environment for high-quality economic and social development.
