摘要
基层党建与基层治理之间具有相辅相成的关系。文章以南海区禾村的党建创新为例,探讨新时期基层党建与基层治理结合的可行路径。基层治理的核心是事务的解决,而基层党建的核心是对人的组织和动员,基层治理与基层党建存在相辅相成的关系。一方面,基层治理是基层党建的依托,在具体的治理过程中,治理事务构成了激活基层党建的载体,量化的考核体系构成激活基层党建的动力,党员联系群众构成了激活基层党建的路径,因此,基层治理重塑了基层党建的生命力,强化了基层党建引领的治理效能;另一方面,基层党建的政治引领则通过对群众的教育、组织和动员,重塑村庄的公共性,为村庄的公共性注入社会主义的政治原则,从而强化了基层治理的政治基础。因此,上述交互关系既包含以“事”为载体对人的动员和组织,也包含以“人”为主体对“事”的治理。可见,基层党建的生命力蕴含在群众路线的实践过程之中,基层党建不仅涉及党组织建设和党员作风问题,更要以基层治理为归宿,突出党员的代表性、积极性和先进性,在基层治理的实践中激活基层党员的身份意识。因此,以基层治理激活基层党建,以基层党建引领基层治理,最终形成基层党建与基层治理的良性循环,是应对转型期乡村社会复杂治理格局的基本路线。
The relationship between grass-roots Party construction and grassroots governance is complementary.This paper takes the innovation of the Party construction in Village He of Nanhai District as an example to discuss the feasible path of the combination of Party construction and grassroots governance in the new era.The core of grassroots governance is the settlement of affairs,while the core of grassroots Party construction is the organization and mobilization of people.Grass-roots governance and grass-roots Party building involve complementary relationship.On the one hand,basic-level management is the support of basic-level Party building,in the process of specific governance,governance issues constitute the activation of the carrier,the quantitative evaluation system forms the active power for the Party,the Party members ties with the masses constitutes the active path for the Party,therefore,basic-level governance has reshaped the vitality of basic-level Party building and strengthened the governance efficiency guided by Party building;On the other hand,through education,organization and mobilization of the masses,the political guidance of Party building has reshaped the public character of villages and injected socialist political principles into the public character of villages,thus strengthening the political foundation of grass-roots governance.Therefore,the above interactive relationship not only includes the mobilization and organization of people with“things”as the carrier,but also includes the governance of“things”with“people”as the subject.The vitality of grassroots Party building is contained in the practice of the mass line.Visible Party building not only involves Party organization building and Party members style of work,but also there should be an end-result with basic-level management,which could highlight the representativeness of Party member,enthusiasm and advancement,activate the identity consciousness of Party members in the practice of basic-level management.Therefore,to activate Party construction by grass-roots governance,and lead the grass-roots governance by Party construction,and finally form a virtuous circle of grass-roots Party construction and grass-roots governance should be a basic path to deal with the complicated rural governance problems in the transitional period.
