代表理论视角下影响村民议事会代表功能发挥的主要因素分析——基于湖北省X市C村的微观政治考察被引量：2

Main Factors Analysis on Affecting the Representative Function of Villagers’ Council from the Perspective of Representative Theory——Based on the Micro-politics Investigation of Village C, X City, Hubei Province

摘要近年来,广大农村地区掀起了一场“代表组织热”。从对C村村民议事会的考察来看,代表功能的发挥与其成员结构、责任机制、权力空间等密切相关。因此,组织兴起不等于其功能有效发挥。与西方代表理论不同,中国共产党的先锋代表性使村民议事会代表着村民整体利益而非个体私利,并使其功能发挥受到“两大情境、两大主体”因素的影响。当村民处于存量整体利益情境时,利益的受损将使村民向代表组织施予较大压力,倒逼代表功能的发挥,甚至寻求国家的重新介入。当村民处于外部输入的增量整体利益情境时,村民对村庄治理呈现出较大的宽容度,使代表组织容易偏重治理而非代表功能的发挥;而在国家投入减弱时,将再次向存量整体利益情境转换。 In recent years,in the vast rural areas,a"representative organization craze"has been set off.First of all,from the investigation of the villagers’council of Village C,it can be seen that the play of representative function is closely related to its member structure,responsibility mechanism and power space.Therefore,the rise of an organization is not equal to its effective function.Different from the Western representative theory,the vanguard representative of the Communist Party of China makes the villagers’council represent the overall interests of villagers rather than individual interests,and its function is affected by the factors of"two situations and two main bodies".When the villagers are in the situation of the stock of overall interests,the damage of interests will make the villagers put great pressure on the representative organization,and they will force the representative to play the function,and even seek the re-intervention of the state.While when villagers are in the incremental overall benefit situation of external input,they show greater tolerance to village governance,which makes representative organizations tend to focus on governance rather than the play of representative functions.When the state input is weakened,it will change to the overall benefit situation of the stock again.
