摘要
制度供给既是乡村治理能力现代化的内在要求,也是关乎乡村振兴成效的关键因素。基于兴县的典型案例,探讨制度供给提升乡村治理能力的内在机理。研究发现,合作总社通过自主性组织和市场化运行,提升资源整合能力;通过政策与群众需求有效衔接,提升政策落实能力;通过强化利益联结、培育经营素质、重塑调解功能,提升集体发展能力;通过夯实组织基础、撬动主体活力和拓展自主空间,提升群众自治能力。实践表明,合作总社作为一整套行之有效的制度供给,能够从四个方面提升乡村治理能力。该研究从提升乡村治理能力的视角,为实施乡村振兴战略提供一定的政策启示。
The institutional supply is not only the internal requirement of the modernization of the rural governance capacity,but also the key factor related to the effectiveness of Rural Revitalization.Through the typical case of Xing county,the paper discusses the internal mechanism that the institutional supply improving the rural governance capacity.It is found that through the independent organization and the market-oriented operation,improved the capacity of the resource integration;Through the effective connection between the policies and the needs of people,improved the capacity of the policy implementation;Through strengthening the connection of the interests,cultivating the vitality of the business,reshaping the functions of the regulation,the rural development cooperative improved the capacity of the collective development ability;Through consolidating the organizational foundation,leveraging the vitality of the subjects and expanding the space of the autonomy,improved the capacity of the mass autonomy.The practice shows that as a set of the effective institutional supply,the rural development cooperative can improve the rural governance ability from four aspects.From the perspective of improving rural governance capacity,the study provides the policy enlightenment for the implementation of Rural Revitalization Strategy.
