摘要
基于引领要素的系统分析框架来看,党建引领城市基层治理在引领理念上存在共识不足的问题;在引领结构上存在"党政强、社会弱"的问题;在引领平台上存在重复建设的问题;在引领功能上存在党建悬浮于治理的问题;在引领机制上存在制度化不足的问题。破解这些现实困境,需要在引领理念上发挥价值引领作用,凝聚城市基层治理的价值共识;在引领结构上打造"党政强、社会强"的均衡型城市基层治理结构;在引领平台上,应做好系统梳理、总体谋篇,厘清共治平台、自治平台、线上平台、线下平台的定位和功能;在引领功能上,应将党建寓于城市基层治理之中;在引领机制上,推动党建引领城市基层治理的制度化、规范化。
From the perspective of the systematic analysis framework based on leadership elements,it is observed that in leading concept,there is a lack of consensus in the leadership of Party building in urban grassroots-level governance;in leading structure,there is the problem of"a strong party and government,but a weak society";in leading platform,there is the problem of duplication of construction;in leading function,there is the problem of Party building"suspending"in governance;and in leading mechanism,there is the problem of insufficient institutionalization.To overcome these obstructions,this paper proposes five targeted paths:in leading concept,full play should be given to the leading-role of value and a consensus should be reached on the important value of urban grassroots-level governance;in leading structure,a balanced urban grassroots-level governance structure should be created with"a strong party and government,and a strong society";in leading platform,a systematic review and overall planning should be conducted to clarify the positioning and functions of the co-governance platform,autonomous platform,online platform,and offline platform;in leading function,Party building should be incorporated into urban grassroots-level governance;and in leading mechanism,institutionalization and standardization of the leadership of Party building should be promoted in urban grassroots-level governance.
