摘要
中央与地方关系是影响环境政策执行的重要因素。地方政府环境政策执行受到三种重要激励机制的影响:即政治激励、晋升激励以及财政激励。十八大以来的生态文明建设理念作为地方政府新的行动规则,是影响地方环境政策执行的根本因素。"任务制"模式成为环境政策执行转变的重要动力,同时制度化的晋升考核机制促进了地方政府的环境治理与保护,有利于落实生态环保目标责任制。然而,财政激励制度对环境政策的执行具有一定的消极作用。因此,中央应继续强化生态环保理念和绩效考核,完善生态财政转移支付制度,并充分调动社会力量共同参与生态环境建设。
The relationship between the central and the localities has been the primary factor for China's environmental policy implementation(EPI). Local governments' implementation of environmental policies is conditioned upon three mechanisms: political incentive; cadre promotion mechanism incentive; and fiscal incentive. The central government's political ideology focusing on the ecological civilization construction is the fundamental and the key factor to the local governments' EPI, which has gradually set the new rules for local officials. The mechanism of political tasks has been an initial force for the changing of EPI. The institutional promotion and assessment mechanism has stimulated the local government to implement the environmental policy and to complete the environmental protection target responsibility. However, the current fiscal incentive mechanism has some negative effects on the EPI. Therefore, the central government should continue to strengthen the environmental protection, increase the financial transfer payment, and mobilize the social forces to participate in the construction of ecological civilization.
