摘要
环境治理在社会层面上要求多元主体共同参与,社会工作者作为重要的社会力量,需要主动参与环境治理的过程,而构建中国本土语境下环境社会工作理论是理解社会工作介入环境治理的基础。本研究在批判传统社会工作及西方环境社会工作研究的基础上提出了社会工作介入环境治理的理论基础与路径选择。在理论上,一方面,从建立关系的角度看,环境社会工作需要重新思考人类社会与自然环境之间的关系,同时建立环境结构下人与人和人与社会的关系;另一方面,传统社会工作对"环境"的理解无法与环境治理的要求相匹配,在探讨社会工作介入环境治理的理论部分需要对"人在环境中"这个概念进行拓展性认知。在对以上概念重新研判之后,本研究从认识论角度提出生态权力的概念,从方法论角度提出主体权力互构的过程性解释,并提出环境—社会复合正义的价值观。而在路径选择上,政策实践作为一种注重整体性变革的实务模式、较之传统社会工作实务方法的微观路径,兼具宏观与微观、结构与行动两个层面的实践意义,它更符合环境治理的整体逻辑。
Environmental governance requires the joint participation of multiple subjects at the social level.As an important social force,social workers need to actively participate in the process of environmental governance,while constructing environmental social work theory in the local Chinese context is the basis for understanding social work intervention in environmental governance.On the basis of criticizing the traditional social work and the western environmental and social work research,this article proposes the theoretical basis and path choice of social work intervention in environmental governance.In theory,on the one hand,from the perspective of building relationships,environmental social work should rethink the relationship between human society and the natural environment while establishing the relationship among people and between people and society under the environmental structure.On the other hand,the understanding of traditional social work cannot match the requirements of environmental governance.In addressing the theoretical part of social work intervention in environmental governance,we need to expand the concept of“people in the environment”.After reexamining the above concepts,this study proposes the concept of ecological power from an epistemological perspective,procedural interpretation of the main power interconnection from the methodological perspective,and the values of environment-social compound justice.On the path choice,as a practical mode,policy practice pays attention to the overall reform and the practical significance of the macro and micro methods of social work,which is more in line with the overall logic of environmental governance.
