摘要
当今时代正在经历一场以区块链引领的技术变革,其蕴含的巨大潜力,使得探讨区块链破解地方政府债务治理难题,并有所突破和创新成为可能。地方政府债务治理难题既有体制和机制层面的原因,也有现实层面的表现。区块链技术优势对于破解地方政府债务治理难题具有多重内在耦合性。新修改的《预算法》实施后,地方政府债务大多以债券形式反映出来,围绕债券制度的发行、流通、使用、偿还以及风险控制等各个环节,将区块链技术耦合应用其中,对于破解地方政府债务治理难题有着独特的功能优势,并能够有效助推债务治理能力全方位提升。
With the revolution in blockchain,it is possible to solve those severe local government debts problem by using this frontier technology.Difficulties in governing local government debts have both institutional reasons and practical manifestations.The advantages of blockchain technology have multiple internal couplings to solve the problem.Since the newly Chinese"Budget Law"has been launched,local government debts were mostly reflected by bonds.Blockchain technology can be coupled to the issuance,circulation,use,repayment,risk control and other links of the bond system in order to deconstruct the problem,so as to achieve the purpose of digesting government debts and improve the ability of all-round debt governance.
