摘要
目前,我国已形成碎片化基层社会是不争的事实。整体性治理与基层社会治理具有很强的耦合性,是破解碎片化问题的一剂良药。整体性治理是在合理处理政府、市场、社会三者关系基础上所形成的一种网络化治理结构,强调跨层级、跨部门、跨功能的整合和协调。湖北省武汉市武昌区的基层社会治理创新实践表明:整体性治理的实质是跨界合作,内跨"部门"之界,外跨"政社"之界。一方面,政府应加强机构改革和部门联动,使政府内部得到整体性运作;另一方面,应加强公私合作,通过制度化的路径把各种社会主体和社会要素纳入治理体系和治理结构之中。整体性治理是基层社会治理的方向和路径,其目的就是要构建综合性社会治理体系,打造网络化社会治理格局。
Fragmentation of grass-roots society is an indisputable fact.Holistic governance has a strong coupling with grassroots social governance,and it is a good medicine to solve fragmentation problem.Holistic governance is a network governance structure formed on the basis of reasonable handling of the three relations of government,market and society.It emphasizes integration and coordination across layers,departments,and functions.The innovative practice of grass-roots social governance in Wuchang shows:the essence of holistic governance is cross-border cooperation,which cross the internal boundary of "department"and external boundary of "government and society".On the one hand,the government should strengthen institutional reform and departmental linkage,and make government operate as a whole;on the other hand,it should strengthen public private partnerships,and use a systematic approach to take various social subject and social elements into governance system and governance structure.Holistic governance is the direction and path of grass-roots social governance. The purpose is to construct a comprehensive social governance system and build a network of social governance pattern.
