摘要
中国共产党自成立以来就十分重视"人与自然"的关系。面对严峻的生态环境形势,要促进人与自然的和谐共生,就应在党的领导下科学推进生态治理的现代化。新时代推进中国生态治理现代化是实现国家治理现代化的重要内容,是建设中国特色社会主义生态文明的内在要求,也是实现"碳达峰"和"碳中和"目标的客观需要,更是对马克思主义生态思想的传承和发展。在界定"生态治理现代化"基本内涵的基础上,紧密结合中国生态治理现状,指出当前中国推进生态治理现代化所面临的困境,最后提出突破困境的逻辑进路:加强主体建设,不断激发生态治理主体的活力;完善制度体系,大力推进生态治理制度的现代化;打造智慧生态,努力实现生态治理技术的现代化;深化体制改革,消除生态治理过程中的体制性障碍;优化评估体系,以促进生态治理评估方法的现代化;明晰减碳目标,逐步实现人与自然和谐共生的现代化。
The Communist Party of China has attached great importance to the relationship between"man and nature"since its eslablishment.Facing the severe ecological environment.to promote the harmonious coexistence of hman and nature.we should scientifically promote the modernization of ecological governance under the leadership of the Party.Promoting the modernization of China’s ecological governance in the new era is an important part of realizing the modernization of national governance,an inherent requirement for building a socialist ecological civilization with Chinese characteristics,an objective need to achieve the goals of"carbon reaching peak"and"carbon neutralization",and also the inheritance and development of Marxist ecological thought.On the basis of defining the basic connotation of"the modernization of ecological governance".closely combining with the status quo of China’s ecological governance,the present paper points out the current difficulties China is facing in advancing tht modernization of ecological governance.and finally proposes a logical way out of the dilemma,that is,to strengthen the construction of subjects and constantly stimulate the vitality of subjects of ecological governance;to improve the"institutional system"and vigorously promote the modernization of ecological governance system;to create"smart cecology"and strive to achieve the modernization of ecological governance technology;to deepen the"system reform"to eliminate the obstacles in system in the process of ecological governance:to optimize the evaluation system to promte the modernization of evaluation methods of ecological governance;to clarify carbon reduction goals and gradually realize the modernization of harmonious coexistence between human and nature.
