摘要
随着单位制的解体和公共性的衰落,社区治理“碎片化”与党建“悬浮化”问题同时显现。党的政治优势和基层治理问题导向的有机结合成为破解之道。多重嵌入以党组织为轴心实现治理下移,从结构、功能、关系、认知四重维度嵌入社区治理,成为党建引领城市社区治理的有效实践。其中,结构嵌入实现党的组织覆盖,为党建引领提供阵地;功能嵌入整合社区治理要素,激活社区功能;关系嵌入增进社会交往,挖掘社区社会资本;认知嵌入凝聚社区共同价值,重塑公共性。多重嵌入模式横向可以整合多种治理要素,纵向可以打破不同主体组织壁垒,促进政府、社会、个人良性互动,并持续优化社区治理体系,实现党组织对社区的全面引领和保障。多重嵌入拓展了党建引领社区治理的可行模式,是提高社区治理能力的可行路径选择。
With the disintegration of the unit system and the decline of public nature,the problems of fragmentation of community governance and suspension of Party construction appeared at the same time.The organic combination of the Party’s“political advantages”and the“problem oriented”governance at the grassroots level has become a way out.Multiple embeddedness embeds the Party orgamzation in community governance from the four dimensions of structure,function,relationship and cognition,which has become an effective practice of Party construction leading urban community governance.The structure embeddedness realizes the organization coverage of the Party and provides a position for the Party’s construction and guidance;the function embeddedness integrates the community governance elements in order to activate community function;the relationship embeddedness enhances social interaction and excavates community social capital;the cognitive embeddedness reshapes the publicity by condensing community common values.Multiple embeddedness expands the feasible model of leading community governance by party construction,and is also the feasible path choice of improving community governance ability.
