摘要
中国的改革开放推动了原本高度刚性的总体性社会发生结构性变化,社会权力被重新分解,社会领域已经获得有限的社会权力。大批社团的组建及运作一定程度上体现出政府在重构国家与社会关系方面的创见,但在此过程中政府也仍然没能克服其在社团管理方面所长期存在的一种矛盾心态:就减少财政压力而言,政府希望社团能够在体制之外自主经营和运作;从政府职能的让渡和承接角度而言,它却又希望能够将社团严格控制在其许可的范围内,以确保政府部门利益需求的实现。因此,政府运用"嵌入式控制"的行动策略,以"关系嵌入"与"结构嵌入"为手段,将社团运作纳入政府体制内进行管理,并呈现出"控制的层级差异性"的基本特征。政府的嵌入式控制使得双方在行动逻辑上变得更为趋同,进而导致了社团行政化问题的呈现。
China's reform and opening-up caused highly rigid structural changes, decomposition of social power,and limited power for the social field. To a certain extent,the appearance of a large number of social organizations reflects a reconstruction of the relationship between state and society as found in the government's original idea,but the government has still failed to overcome a contradictory mentality in the management of social organizations with regard to their long-term existence. From the reduction of financial pressure perspective,the government hopes for social organizations of independent operation; however,from the alienation and conversion of government functions perspective,and in order to ensure the continuing realization of government department demands, the government hopes to strictly control social organizations through scope limitations linked to operational licensure. As a result,the government uses an embedded control strategy,takes embedded relation and structure as the means, putting the social organizations into the management system of government, and constructs the pattern of differential management. The consequences of the government's embedded control strategy are found in the same action logic and lead to the administrative orientation of the social organizations.
