摘要
权责清单改革是最近十年推动我国“放、管、服”改革、优化营商环境及提升治理能力的重要举措。然而,试点地区的改革经验上升为中央政策,并自上而下扩散至全国后,逐渐出现清单标准化、统一性与地方治理需求差异化的矛盾,影响了改革效果。本文使用组织学中目标替代的分析框架来检视广东省2013—2019年的权责清单改革脉络,发现在改革的不同阶段,不同层级政府的注意力分配不一,导致权责清单目标出现转移,进而影响了权责清单改革效果。本文提出权责清单改革进一步深化的关键,在于如何在标准化的过程中增加权责清单与政府实际职能运行情况的贴合度,并在此基础上使权力运行过程更清晰透明。为了实现这一目标,清单梳理应以下级政府为主,上级政府则提供法律、法规改进方面的制度支持,此外,将社会和公众纳入改革体系,亦有助于加强清单标准的现实贴合度。
Power list reform aims at constructing a friendly business environment and improving governance capabilities.Considered a success during its pilot years,the reform has encountered new problems after nationwide execution.This paper employs the concept of goal displacement to examine the execution of power list reform in Guangdong province during 2013—2019,when the reform was extended throughout the province.It observes that different tiers of governments have had varied interests in the reform,and that there has been an unintended transgression of reform emphasis to“inter-governmental oversight and alignment”from the original focus of“streamlining government functions and services”.This paper highlights the importance of bringing the listed powers in the“power lists”closer to the actual operations of government.Improving transparency and enabling inputs from society and local level executors to bear on the reform should help.This will require,and also ensue and foster,closer collaborations between higher-level governments and local governments,and between the diverse stakeholders in industry and society in an evolving context of rule of law and modern collaborative governance.
