摘要
组织是构建合作的基础,只有组织才能够将分散的小农整合为农业经营户,进入市场实现与城市对接;只有组织才能使分散市民结成团队,与乡村需求进行对接,实现城乡融合的互嵌。BL村村民在村党支部领导下,依托村民代表议事会,建立了支持合作的组织化平台,确保了互嵌的平等前提,规避了依附性嵌入的可能,有利于实现共同发展的目标。在村党委领导下,BL村村民代表议事制度成为规划村庄发展、表达村民需求的重要组织,这使得村庄的组织构架具备开放性和包容性。通过村民代表议事制度,BL村将有利于村庄整体发展的资源对接到村庄的组织管理构架中,同时利用此平台实现与城市组织的联系,双方以需求-供给的互嵌模式共同服务于城乡融合中的乡村振兴。基于BL村实地调研所总结的经验表明,互嵌的前提是城乡互为主体,乡村与城市是平等地分享资源,满足需求;互嵌双方组织边界清晰、功能完整;互嵌应该是在满足各自需求基础上,实现功能整合,支持更高层次有机体的诉求;在这一过程中,城乡组织这两个主体不断相互作用且具有持续性。围绕乡村振兴目标,BL村通过组织建设保障"治理有序"、合力建设"乡风文明"、推动"产业兴旺",实现"生活富裕",并通过"生态宜居"吸引城市居民进行"城乡互嵌";城市居民则通过H公司与TX非政府组织等组织化路径,分享生态宜居环境,以智力资源服务于农村居民文化教育事业,实践"以城带乡",推动城乡共同发展的目标实现。
Organization is the basis for building cooperation.Only organizations can integrate scattered small farmers into agricultural operators and enter the market to connect with urban region;only organizations can make the scattered citizens to form up and connect with demands from the rural areas.Organizational construction in rural areas is the prerequisite for allowing mutual exchange of resources.In BL Village,the village,under the leadership of the Party branch of the village,has established an organizational platform to support cooperation,ensure equality of"mutual embedding",realize fulfillment of mutual needs,thanks to the"villagers’representative council"system.Through grass-roots democracy,BL Village introduced favorable resources for the overall development of the village.The case indicated that prerequisite for"mutual embedding"is that urban and rural areas are being subjects,and the rural and urban both share resources equally;the boundary between the two sides is clear and the function is complete;the"mutual embedding"should realize the functional integration.To gain rural revitalization,through organizational construction,BL Village ensured good governance,rural civilization,promoting industrial prosperity,and realizing well-off lifestyle.It tried to attract urban residents through healthy ecological environment.Through organizational pathway,urban residents shared their perspective on ecology and intellectual resources through the assistance of organizations such as H company and TX NGO,so as to promote urban and rural areas realizing common development.
