摘要
社会治理共同体建构是影响中国政党与社会关系发展的政策安排,体现了新时代中国共产党嵌入社会的政治意图。基于政治嵌入视角,本文描述了G市三元街道党组织从悬浮式治理到嵌入式引领的社区治理转变过程,指出基层党组织吸纳外来党员精英,协同推进关系动员、平台吸纳、规则协商和价值激活,嵌入社区激发多元参与和形塑有效治理,形成“你中有我,我中有你”的主辅治理格局。案例展现了党建引领社会治理共同体建构的客观效能性、双向耦合性和不确定性,彰显了“政党塑造社会”的制度逻辑。
Construction of the social governance community is a policy arrangement that affects the development of party-society relations of China,which embodies the political intention of the Chinese Communist Party embedded in society in the new era.Based on the perspective of political embedment,this paper describes the transformation process of the party organization of Sanyuan Street in G City from floating governance to embedded leadership in community governance,pointing out that the grass-roots party organization incorporates non-native party elites,collaboratively promotes relationship mobilization,platform absorption,rule negotiation and value activation,and embeds communities to encourage diverse participation and shape effective governance,forming agovernance pattern shared by primary and auxiliary forces.The case shows the objective effectiveness,two-way coupling and uncertainty of party building leading the construction of social governance community,and highlights the institutional logic of“party shaping society”.
